Yes—baking should work! I’ve done something similar by forming patties and baking on a lightly oiled sheet at ~425°F (220°C) until crisp, flipping halfway. You’ll probably get less “fritter” browning than frying, but it’ll still be tasty and much lighter.
I used pre-grated zucchini and it was watery. Lesson learned: definitely towel-squeeze. Otherwise the batter didn’t really hold shape.
