5 min is maybe short if you like it really bitter. I usually do closer to 15 min, then it’s not flat at all—more hop aroma. Also don’t use too little hops.
I get what you mean about carbonation, but hops still extract plenty in 5–10 minutes. If it tastes flat, try a longer steep or a fresher batch of hops—carbonation level can change a lot too.
