I think you’re right about sugar/chili. I always add a pinch more sugar if the fish sauce is extra salty, and I use more chili than “1 tsp” for my taste. Did you let the dressing sit 2 minutes before tossing?
Bummer—this salad is definitely supposed to be bold. If it tasted bland, I’d bet it needs more lime/fish sauce/chili. Also make sure the papaya is really shredded fresh (old/watery papaya can mute flavor).
Great recipe but I swapped the fish sauce for soy sauce, because I’m vegetarian. It turned out pretty good!
