I think you’re right about sugar/chili. I always add a pinch more sugar if the fish sauce is extra salty, and I use more chili than “1 tsp” for my taste. Did you let the dressing sit 2 minutes before tossing?
Bummer—this salad is definitely supposed to be bold. If it tasted bland, I’d bet it needs more lime/fish sauce/chili. Also make sure the papaya is really shredded fresh (old/watery papaya can mute flavor).

Okay so I followed the recipe and it was edible, but not gonna lie the fish sauce smell freaked me out at first. After mixing it was way better, though. Maybe start with less chili if you’re sensitive.
