Ugh, that sounds exactly like an oven temp issue. If the top dries out, I’d try covering the dish loosely with foil for the first 10 minutes, then uncover to brown for the last bit. Also maybe check yours at 15 min—15 seems like the sweet spot for 1 lb sardines.

Do you really mean 2 cloves garlic? I used 2 tablespoons by mistake and it was way too garlicky. Still ate it, but… yikes. Lesson learned.
