Season the prime rib roast generously with salt, covering all sides.
Mix together the black pepper, grated Parmesan cheese, and minced garlic in a bowl.
Rub the pepper, Parmesan, and garlic mixture all over the roast, pressing it into the meat.
Place the seasoned roast in a roasting pan and put it in the preheated oven.
Roast for 15 minutes, then reduce the oven temperature to 325°F (163°C).
Continue to cook for about 1 hour and 15 minutes, or until the internal temperature reaches 130°F (54°C) for medium-rare.
Remove the roast from the oven, tent with foil, and let it rest for 15 minutes before slicing.
