Preheat the oven to 275°F (135°C). Line a large baking sheet with foil.
Remove the thin membrane from the back of the ribs if needed, then pat the ribs dry with paper towels.
Mix the brown sugar, paprika, garlic powder, onion powder, salt, black pepper, and chili powder in a small bowl. Rub the seasoning mixture evenly over both sides of the ribs.
Place the ribs on the prepared baking sheet, meaty side up, and cover tightly with another layer of foil.
Bake for 2 hours 30 minutes, or until the ribs are tender.
Remove the foil, brush the ribs generously with barbecue sauce, and increase the oven temperature to 425°F (220°C).
Bake uncovered for 10 to 15 minutes, until the sauce is sticky and caramelized. Rest for 10 minutes before slicing and serving with extra sauce.
