In a large pan, heat the olive oil over medium heat. Add the chopped onion and minced garlic and cook until softened, about 5 minutes.
Add the ground beef to the pan and cook until browned, breaking it up with a spoon as it cooks. Drain any excess fat.
Add the ground cumin, ground coriander, ground cinnamon, and ground allspice to the pan. Stir well to coat the meat with the spices. Season with salt and pepper to taste.
Remove the pan from the heat and let the meat filling cool completely.
In a mixing bowl, combine the all-purpose flour, salt, and baking powder. Mix well.
Add the melted butter, warm water, plain yogurt, and lightly beaten egg to the bowl. Stir until a dough forms.
Transfer the dough to a floured surface and knead it for about 5 minutes, until smooth and elastic.
Divide the dough into 12 equal pieces and roll each piece into a small circle.
Place about 1 tablespoon of the cooled meat filling in the center of each dough circle. Fold the dough in half to enclose the filling and press the edges to seal.
Repeat with the remaining dough circles and filling.
Heat vegetable oil in a deep pan or fryer to about 350°F (180°C).
Fry the sambousek in batches for about 3-4 minutes, until golden brown and crispy.
Remove the sambousek from the oil and drain on a paper towel to remove excess oil.
Serve hot and enjoy!
