Heat vegetable oil in a skillet over medium heat. Add the beef and cook until browned. Remove from skillet and set aside.
In the same skillet, add the onion and bell pepper. Cook until vegetables are tender.
Add the cooked rice to the skillet and stir to combine with the vegetables.
In a small bowl, whisk together the soy sauce, mirin, sesame oil, and grated ginger.
Pour the sauce over the rice and vegetables in the skillet. Cook for a few minutes until heated through.
Divide the rice and vegetable mixture into bowls. Top with the cooked beef, sesame seeds, and green onions.
Optionally, top with a fried egg and sprinkle with nori seaweed.
