Preheat the oven to 350°F (175°C).
Cut the tops off the bell peppers and remove the seeds and membranes. Cut faces into the peppers to resemble Jack o’ Lanterns.
In a skillet over medium heat, brown the ground beef until fully cooked. Drain any excess fat.
In a large bowl, combine the cooked beef, rice, tomato sauce, garlic powder, onion powder, salt, and pepper.
Stuff each pepper with the beef and rice mixture and top with shredded cheese.
Place the stuffed peppers in a baking dish and cover with foil.
Bake in the preheated oven for 25-30 minutes, until the peppers are tender.
Remove the foil during the last 5 minutes of cooking to allow the cheese to melt and become bubbly.
