Place the bulgur in a large bowl and pour the boiling water over it. Let it sit for about 10 minutes or until the water is absorbed and the bulgur is tender.
Add the tomatoes, cucumbers, parsley, and mint to the bowl with the bulgur.
In a small bowl, whisk together the olive oil, lemon juice, garlic, salt, and pepper. Pour the dressing over the salad and toss to combine.
Taste and adjust the seasoning if needed.
Cover and refrigerate for at least 1 hour before serving to allow the flavors to meld together.
