Preheat your oven to 350°F (175°C).
In a large bowl, combine the flour, oats, brown sugar, baking powder, and salt.
Stir in the melted butter until the mixture is crumbly.
Press two-thirds of the mixture into the bottom of an 8x8 inch baking pan.
Spread the raspberry jam evenly over the crust.
Sprinkle the remaining oat mixture on top of the jam.
Bake in the preheated oven for about 30 minutes, or until the top is golden brown.
Allow to cool before cutting into bars.
