Cut the hard-boiled eggs in half lengthwise and scoop out the yolks into a bowl.
Mash the yolks with a fork and mix in mayonnaise, mustard, paprika, vinegar, salt, and pepper until smooth.
Fill the egg whites with the yolk mixture, mounding slightly. Use the back of a spoon or a fork to create lines on the surface of the filling to mimic a pumpkin's ribs.
Dust with additional paprika for color, if desired.
Place a chive piece on top of each filled egg to resemble a pumpkin stem.
