Heat olive oil in a large pot over medium heat. Add the onion and garlic and sauté until softened, about 5 minutes.
Add the bell peppers and zucchini to the pot and cook for another 5 minutes, until slightly softened.
Stir in the tomato paste, paprika, and cayenne pepper. Cook for 1 minute.
Add the tomatoes, fish fillets, and broth to the pot. Bring to a boil, then reduce heat to low and let simmer for 30 minutes.
Season with salt and pepper to taste. Stir in the fresh parsley.
