Preheat the oven to 450°F (230°C) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, baking soda, and salt.
Add the cold butter to the flour mixture and cut it in using a pastry cutter or a fork until the mixture resembles coarse crumbs.
Stir in the cheddar cheese and chopped spring onions.
Pour in the cold buttermilk and stir until just combined. Do not overmix.
Turn the dough out onto a floured surface and gently knead it a few times to bring it together. Roll or pat the dough to about 1-inch thickness.
Use a biscuit cutter to cut out biscuits and place them on the prepared baking sheet.
Bake for 12-15 minutes or until the biscuits are golden brown.
